The City’s Water & Wastewater Department manages water and wastewater (Sewer) billing, repairs main breaks, performs utility locates, and ensures cross-connection and backflow prevention. The Department also installs, reads, and maintains water meters for both residential and commercial properties.

Its responsibility typically ends at the property line—covering water service from the main to the curb stop and sewer service from the main only. Property owners are responsible for the sewer line that connects their structure to the main.

The City of Galva provides water and sewer service to its residents and businesses. If you own or are buying…

  • Call or visit city hall, or begin by filling out an application, which must be turned in at City Hall.
  • Provide your DOB, D.L. number and telephone number.
  • No deposit required.

If you will be renting…

  • Your landlord will need to fill out an application on your behalf.
  • $100 deposit required.
  • $75 will be refunded to final bill.

  • Minimum Monthly Charge (includes defaulted garbage can size): $65.93.
  • Billing Cycles: Run from the 1st of the month to the last day of the month. Most Renters are billed monthly. Owners are billed bi-monthly (every two months). 
  • All flat rates are prorated if necessary and water/sewer is billed per 100 cubic ft.  
  • Past due bills: If a bill is paid past the due date (typically the 15th of the billing month unless it falls on a weekend or holiday in which it would be due the following business day) a 4% penalty charge is added to the total amount due. 
  • Unpaid bills: When a bill goes unpaid on the due date, a bright yellow shut-off notice will be mailed/emailed with a shut off date noted. If bill is still unpaid by the shut off date, service will be disconnected and a $100 reconnect fee will be added to the account and the bill must be paid in full before service is restored.

Water Production & Distribution

Potable water in Galva is produced from three wells—Wells 4, 5, and 6—each equipped with high-capacity pumps and aerators. Water is distributed through a network of interconnected 6″ and 8″ mains, supplying an average of 400,000 gallons per day. Two elevated storage tanks help maintain consistent system pressure at approximately 50 psi.

Wastewater (Sewer) Collection & Treatment

Galva’s wastewater is managed through two treatment facilities. The North Treatment Plant (NTP) utilizes an activated sludge process and discharges into a branch of the Edwards River, handling an average flow of 0.385 million gallons per day (MGD) with a maximum capacity of 0.867 MGD. The South Treatment Plant (STP) employs an aerated lagoon system, discharging into Mud Creek—a tributary of Walnut Creek and the Spoon River—and treats an average of 0.3 MGD, with a peak capacity of 1.0 MGD. Both plants operate under National Pollutant Discharge Elimination System (NPDES) permits to ensure compliance with environmental standards.

The Illinois Environmental Protection Agency (IEPA) mandates that public water systems and wastewater treatment facilities submit regular reports detailing water quality and treatment performance. These reports, which include discharge monitoring data and compliance assessments, are essential for ensuring adherence to environmental regulations and are available for public inspection. This transparency allows residents to stay informed about the quality of their local water resources and the effectiveness of treatment processes.
